Scary scenes unfold in the Irpin and Bucha neighborhoods, just a few miles from the center of Kiev. The troops appear to be relocating in preparation for a possible attack or siege of the capital.<\/p>\n<p>    According to D&#8217;Agata, this is exactly what the northeastern city of Kharkov, the second largest in Ukraine, has suffered for days.  But Russia has paid a heavy price.  The bodies of Russian soldiers are being dumped on the ground around Kharkov, and after two weeks of fierce fighting and relentless artillery fire, Russia is still out of control. <\/p>\n<p>A regional official said Friday that Russian forces had bombed residential areas in Kharkov 89 times in just 24 hours, and that some of the strikes had hit an institute containing a nuclear laboratory <span >Russia claimed several days ago<\/span> was being prepared by the Ukrainian forces for a set up &#8220;challenge&#8221;. <\/p>\n<figure ><span ><\/span><figcaption ><span >Map of Ukraine showing major cities, regions and capitals.<\/span><\/p>\n<p>                  <span ><\/p>\n<p>            iStock \/ Getty<\/p>\n<p>                      <\/span><br \/>\n              <\/figcaption><\/figure>\n<p>The governor of Kharkiv, Oleh Synegubov, said there were no &#8220;threats to the civilian population&#8221; from the blows that specifically hit the nuclear facility, but that, according to D&#8217;Agata, Ukrainian soldiers and civilians did not fit in with the Russian artillery and aerial bombardment.<\/p>\n<p>Civilians in Kharkiv and other battered cities report seemingly indiscriminate killings, targeting targets such as hospitals and residential neighborhoods.  After an strike at a maternity hospital and a children&#8217;s hospital on Wednesday in the besieged southern port city of Mariupol, it provoked an international condemnation of Russia &#8211; <span >and refutation from Moscow<\/span> &#8211; Governor Synegubov said on Friday that a health facility in his area had been hit.<\/p>\n<p>He said a psychiatric hospital near the town of Izyum, about 50 miles southeast of Kharkiv, had been hit by Russian fire in a &#8220;violent attack on civilians&#8221;.  The Reuters news agency reported that about 70 people had been evacuated from the facility, which housed 330. He has used the tactic in the past, most recently in Syria, where his forces surrounded and then destroyed entire cities to subdue the rebels.<\/p>\n<p>But D&#8217;Agata says that when it comes to Russia&#8217;s ground attack on Ukraine, Ukrainian forces have two advantages: They fight on their own turf and are determined to defend every inch of it.<\/p>\n<p>    A Ukrainian soldier holding a line on the outskirts of Kharkiv said the Russian forces he was facing &#8211; just half a mile away &#8211; were using outdated tactics.<\/p>\n<p>&#8220;They fight like the soldiers of 1941,&#8221; he said.  &#8220;They attack inside, just like in the front, they do not make modern maneuvers.
