The two sides have held three rounds of talks so far, but no long-term results have emerged from these negotiations.<\/p>\n<p>Many countries have repeatedly turned their attention to China to help facilitate more meaningful negotiations between Moscow and Kiev, but Beijing has given no clear message as to whether it is willing to get more involved in the Ukraine crisis.<\/p>\n<p>In an interview with the Spanish newspaper <em>El Mundo<\/em> Last week, European Union foreign policy chief Josep Borrell said he was in favor of China mediating peace talks.  &#8220;There is no alternative,&#8221; he said.  &#8220;We can not be mediators, that&#8217;s clear &#8230; And neither can the US. Who else? It must be China.&#8221;<\/p>\n<p>On Monday, Chinese Foreign Minister Wang Yi called on both sides to resolve their differences peacefully, through dialogue and negotiation, and to &#8220;respect and protect the sovereignty and territorial integrity of all countries.&#8221;  He also described Russia as China&#8217;s &#8220;most important strategic partner&#8221; and refused to condemn Moscow&#8217;s invasion of Ukraine despite growing international pressure.<\/p>\n<div >\n<div >  <\/div>\n<\/p><\/div>\n<p>&#8220;No matter how dangerous the international landscape is, we will maintain our strategic focus and promote the development of an overall Sino-Russian partnership in the new era,&#8221; Wang told a news conference on the sidelines of China&#8217;s annual meeting.  parliament.<\/p>\n<h2>Will China volunteer as a mediator?<\/h2>\n<p>On Tuesday, Chinese President Xi Jinping expressed concern about the war in Ukraine and said that the priority should be to prevent the conflict from &#8220;spiraling out of control&#8221;.  The comments came after Xi&#8217;s virtual meeting with French President Emanuel Macron and German Chancellor Olaf Solz.<\/p>\n<p>In a reading published by the Chinese government, Xi called for &#8220;maximum restraint&#8221; and that &#8220;the sovereignty and territorial integrity of all countries must be respected, the legitimate security concerns of all countries must be taken seriously and all efforts that favor a peaceful resolution of the crisis must be supported. &#8220;<\/p>\n<p>A German government spokesman said on Tuesday that Chancellor Soltz, French President Macron and Chinese President Xi Jinping had agreed to fully support all efforts to find a diplomatic solution to the war.<\/p>\n<div > <!-- PictureGallery -->  <\/div>\n<p>Danil Bochkov, an expert at Russia&#8217;s Council on Foreign Relations in Moscow, said it was unlikely that China would agree to voluntarily play the role of mediator between Ukraine and Russia, as it could put Beijing at the center of international control.<\/p>\n<p>&#8220;I do not think China is willing to jump into the fray by acting as a mediator, which will inevitably put it at the forefront of this crisis with all parties considering scrutiny,&#8221; he told DW.<\/p>\n<p>Andrew Small, a senior fellow at the German Marshall Fund, said China seemed reluctant to go beyond expressing its desire for peace, as it wanted to avoid direct intervention in what Russia wanted to do.  &#8220;I think the point is that they would give Russia the space to do whatever it wants,&#8221; he said.<\/p>\n<p>According to Small, in cases where China was willing to take on the role of mediator, it often has to do with &#8220;little brother&#8221; countries such as North Korea and Pakistan, where it can shoot and where it felt comfortable.  relies little on these countries.  &#8220;China does not feel comfortable relying on Russia and I think they would question whether it would be successful,&#8221; he told DW.<\/p>\n<h2>Close ties between China and Russia<\/h2>\n<p>In recent months, China and Russia have been building closer ties.<\/p>\n<p>After a personal meeting between Russian President Vladimir Putin and Chinese President Xi last month, the two leaders promised that the friendship between the two countries &#8220;has no limits&#8221;.<\/p>\n<p>Some analysts point to the Chinese Foreign Minister&#8217;s statement on bilateral ties between China and Russia on Monday and the joint statement issued last month as signs that Beijing will not be willing to jeopardize its relationship with Moscow, despite difficult situation facing Russia.<\/p>\n<div >\n<div >  <\/div>\n<\/p><\/div>\n<p>&#8220;Given Putin&#8217;s strong militant will, desperate need to achieve his &#8216;minimal war goals&#8217; and China&#8217;s dependence on strategic and military cooperation with him in general, one can seriously question whether Beijing is capable or willing. to play an essential role.  &#8220;Putin&#8217;s restraint,&#8221; said Shi Yinhong, a professor of international relations at Renmin University in Beijing.<\/p>\n<p>Others believe that maintaining close ties with Russia can be beneficial to China in a number of ways.<\/p>\n<p>Sari Arho Havr\u00e9n, a European-Chinese Policy Fellow at the Berlin-based Mercator Institute for China Studies (MERICS), said the partnership could help advance China&#8217;s geopolitical goals while shaping the world order.  In addition, the deteriorating economic situation in Russia could open up potential investment opportunities for Beijing.<\/p>\n<p>&#8220;It could open up new opportunities for China to invest in strategic areas in Russia,&#8221; he told DW.  &#8220;These opportunities could [potentially] &#8220;It ensures China&#8217;s energy and raw material needs in the future, while reducing its dependence on the West and strengthening its domestic self-sufficiency.&#8221;<\/p>\n<h2>The West&#8217;s hopes are &#8220;misplaced&#8221;<\/h2>\n<p>While world leaders continue to urge China to play a more active role in facilitating the peace process in Ukraine, their hopes are &#8220;in vain,&#8221; said Didi Kirsten Tatlow, a senior fellow at the German Council on Foreign Relations.<\/p>\n<p>&#8220;I think the hope that Xi Jinping can be a neutral and effective mediator is quite misguided,&#8221; he said.<\/p>\n<p>&#8220;Even if Beijing helped mediate in the short term, it would essentially be like inviting someone to give them control and position on an issue that is incredibly important to democracies.
