President Biden said on Tuesday that a Russian invasion of Ukraine “it remains clearly possible”, but he maintained the hope that a diplomatic solution could be reached.
“This is more than just Russia and Ukraine – it’s all about defending what we believe in,” Biden said.
Mr Biden said the United States had not “verified” Russian allegations that it had begun withdrawing troops from Ukraine and that US analysts still believed there were 150,000 troops circling the border with Ukraine and Belarus.
As the United States ruled out sending troops to Ukraine to defend itself against a Russian attack, the president warned Russian President Vladimir Putin that the United States would take action if Russian forces entered any of the surrounding NATO countries, saying the United States that “an attack on NATO is an attack on all of us.”
Mr Biden’s speech to the White House came after Ukrainian officials said on Tuesday that some of their national security and financial intelligence sites had been hacked.
The Ministry of Defense of Ukraine wrote on Twitter that her website had probably been hit by a denial of service attack, noting that “an excessive number of requests per second was recorded”.

The Center for Strategic Communications and Information Security of Ukraine confirmed reports of cyberattacks, stating: “In the last few hours, Privatbank has been under a massive DDoS attack.” Users reported problems with the payment as well as the application. Some had trouble logging in, while others could not access their balance or recent transactions, according to the center.
Privatbank says depositors’ funds face “no threat” – only implementation is affected and financial transactions “are carried out”[ing] Oschadbank’s online banking is down.
The center formulated the theory: “It is possible for the attacker to resort to the tactic of smallness, because in general, his aggressive plans do not work.” However, he has not blamed Putin for the attacks and it is unclear who is behind the attacks.
The last major cyber attack in Ukraine took place in January and Ambassador of Ukraine told Margaret Brennan of CBS News that an invasion from Moscow was likely to be preceded by piracy.
“If Russia decides to launch a full-scale invasion, then we know we should expect more cyber-attacks before that,” Ukraine’s ambassador to the United States, Oksana Markarova, told CBS News.
The FBI and the Department of Homeland Security called Monday to warn law enforcement, the military and US intelligence agencies of being prepared for possible Russian cyberattacks in the wake of a possible invasion of Ukraine.

President Biden’s top envoy to the United Nations and cabinet member, Ambassador Linda Thomas-Greenfield, told CBS News that the United States would respond “very quickly if the situation worsens” and saw no evidence that the Russians were removing some troops from the border.
Thomas-Greenfield spoke to CBS News about the Russia-Ukraine crisis, just like that Ukraine was attacked by hackers, and as President Biden spoke about the crisis. He said the Americans should leave Ukraine “while there is still time”.
“I continue to be optimistic that we can find a diplomatic way forward. But I must be honest, that we are preparing for something else,” he said.

Thomas-Greenfield: We would welcome the Russians to transport some of their troops across the border, far from the border, but we have not seen any evidence of that, and they still have 100,000 more troops on the border with Ukraine as we speak.
And these troops threaten the independence and sovereignty of this country. And so we want the Russians to accept a diplomatic path forward, a negotiating table that will address their security concerns and address the security concerns of Europe and Ukraine that are moving forward, and, until it happens. this, we will continue to lean on diplomacy.
CBS News: Diplomatic efforts were intense. Have you talked to your counterparts? What can the United Nations do with Russia in the Security Council and veto it?
Ambassador Thomas-Greenfield: Russia is the chairman of the council, they can not block the actions of the council. They can not prevent a Council from having meetings or discussions on the situation, as they could not yesterday during a dinner they had given.
We therefore hope to continue to work with them on this issue in the Council. They will certainly make every effort to distract us by putting other things on the agenda.
CBS News: And what does a diplomatic solution look like?
Ambassador Thomas-Greenfield: What it will mean is to sit at the table and discuss the issues that the Russians have, to discuss the issues of Ukraine. It is also about talking about the Minsk agreement and the commitment or lack of commitment of the Russians to withdraw their troops from Crimea. The point is to sit down and find a way forward that will address all our security concerns and remove us from the brink of this confrontation for which the Russians are responsible.

Ambassador Thomas-Greenfield: I continue to be optimistic that we can find a diplomatic way forward. But I must be honest, we are preparing for something else.
